select the banner and text you wish to use. copy it by clicking Ctrl-C and then click into your opened page in FrontPage and past it in by pressing Ctrl-V. 

Right click on the image and select "hyperlink". Enter the full URL to the site you wish to send your visitors to, including the "http://" and then select "new window" for the target so that it opens in a new browser window.
